FHA Changes and How They Will Affect You

The Government continues to tighten regulations on the Federal Housing Administration (FHA) implementing new legislation involving higher costs and stricter guidelines geared to keep FHA solvent.  While these new rules are still in a formulation process, these changes are expected to take effect as soon as next month.

FHA loans allow borrowers a more flexible avenue for Mortgage Lending, with lower credit score requirements and cash reserves needed to close.  As the economy is still reeling from bad mortgage loans, a sluggish housing market and high unemployment rates, FHA has become the primary source for first time homebuyers and for those who do not have the higher down payments and credit scores needed to go with Conventional Financing.

In order to cover the higher risk of these loans, FHA charges a one time upfront fee and a monthly fee to pool into one large insurance fund.  This fund is then used to secure and cover any default mortgages.  As of midyear of 2010, Capital Reserves for the FHA program are down to $3.5 Billion from $19.3 Billion in September of 2008.  Concerned with the loss of $15.5 Billion in available capital reserves, Congress has implemented new initiatives to prevent the need for taxpayer bailouts, as well as strengthening FHA’s overall credit portfolio.  While these new efforts by Congress are seen as the necessary direction needed to keep FHA solvent, many are concerned that these changes will stifle an already depressed housing market.

What does this mean for you?

Higher Monthly Fee’s:  FHA will raise the monthly MIP (Mortgage Insurance Premium) Fee from .55% to .9% initially; with plans to raise it as high as 1.5%.  The loan balance is multiplied by the MIP percentage and divided into 12 monthly payments.  On a $150,000 loan, this will potentially raise your monthly payment by $44 initially; $119 if or when Congress settles on 1.5%.

While the monthly MIP is increasing, Congress has decreased the Upfront MIP Fee from 2.25% to 1%.  This change will allow consumers to finance less money and thus lower their overall amortized payments.  Using the same example of a $150,000 purchase, consumers would finance $1875 less with this new change.  However, coupled with the monthly MIP increase, total overall payments will still increase.

These MIP initiatives project to generate $300 Million per month towards the FHA capital reserves, allowing it to replenish its funds much faster than under previous legislation.

Credit Score Requirements:  Since its inception, FHA has never placed a restriction on Credit Score Requirements, despite individual Lenders previously doing so.  New proposals require a minimum of a 500 credit score for FHA to insure the mortgage and a 580 to keep the Down Payment requirement at 3.5% of the Purchase Price.  Borrowers with credit scores under 580 will have to increase their Down Payment to at least 10%.

This change however, will not affect most consumers.  Lenders have long since placed their own credit score restrictions on top of FHA loans, usually requiring a 620-640 minimum.  Compared to Conventional requirements of 740 credit scores, FHA will still remain a flexible option for homebuyers.

Reducing Seller’s Concessions: Seller’s Concessions are a set percentage of the purchase price (represented in a dollar amount) that the seller agrees to contribute towards the closing costs.  These concessions will be financed into the mortgage and paid out of the Mortgage Proceeds to the Seller.  FHA currently allows 6% of the Purchase Price to be financed into the Mortgage and paid on behalf of the buyer.  New legislation will curtail Concessions to 3%, in an effort to avoid over inflation of home values in order to cover the contributions.

The reduction of Seller’s Concessions from 6% to 3% will affect homebuyers whose cash flow is tight to begin with.  In our example, the loss of 3% on a Purchase of $150,000 will yield $4500 less in Concessions available for the homebuyer.

While these changes will make it more difficult for the homebuyer, it should not affect too many consumers in their goal of homeownership.  However, higher monthly payments and less financial assistance for closing costs may place homeownership out of the reach of those buyers who just squeak by.  You should contact a Lender to see how these FHA initiatives will affect you, especially if you have already been Prequalified and have yet to put in a contract offer.

Home Staging Your Yard

I think it’s finally safe to say that spring has sprung in Rochester.  The budding trees and warmer weather have brought everybody outside including home buyers.  Now is the time to pay as close attention to the impression the outside of your house makes.  Your efforts will make a difference!  Here are a few suggestions:

Be certain your house can be clearly seen from every direction of the yard.  If there are bushes or trees blocking windows trim them back.

Have your curtains/blinds all uniform in color from the outside.

Wash your windows.

Place decorative lights in your windows.

Power washes your house if it has siding and definitely your deck.

Schedule your driveway to be sealed.

Put a fresh coat of paint on your front door.

Add a new layer of mulch and edge your yard.

Plant uniform annual flowers. Plant twice as many as you would normally so they appear plusher earlier in the season.

If you have a front porch highlight it with a pair of chairs to sit on.

An American flag always looks simple and beautiful. All other decorative flags should be avoided.

Remove lawn ornaments.

Replace your mailbox if it is not in mint condition.

Make sure your house number is clearly visible.

Park in your garage and keep the door down whenever possible.  Your house will appear bigger.

Have a simple new front door mat.

As long as it is safe, add new light bulbs with a brighter wattage to your porch lights.

Keep your lawn mowed neatly at all times.

Scrub your patio set before putting it up.

Treat your yard as if it is another room to your home and keep it picked up at all times!

Home Staging Is Not A Trend, It’s A Necessity

Home staging is not a trend, it’s a necessity. National television has seen to that. Unfortunately, the homes seen on popular home decorating and staging shows are going to be what many buyers expect to walk in to.  I always stress to my real estate clients that a lot can be done for very little money through professional home staging and a little bit of elbow grease.

Staging a house before it goes on the market is critical. If you have already had your home on the market, you need to be objective and open minded to the feedback left from showings.  If you ever hear the words cluttered, dirty, small, or outdated, you need to either lower your asking price significantly or get to work.

The philosophy that a buyer can purchase and then make a house their home, don’t believe it. They need to be able to picture living in a house to give you a good purchase price.  Each time an uninformed buyer views a potential house; don’t count on them knowing the cost of cosmetic changes.

Today I am going to give some tips for kitchens and bathrooms.  The condition of these rooms can make or break a sale. Kitchens: Clear off all the countertops. If you must have items on the countertops for day to day use, have a plan for last minute storage for these items.  A large plastic bin works great.  I had a client with a great idea!  If you have a camper, use it for storage! Do you have pleasant smelling cleaning products?  Dollar General and The Dollar Tree are a great place to go for these! Purchase new dish towels and pot holders for display purposes only Replace your burner dripping A bowl of fresh fruit is a great way to add a splash of color to your kitchen Wipe down all kitchen cabinets. Buyers will look inside your cupboards….how do yours look? Clean off your kitchen table. If you have to use a tablecloth, don’t use a plastic one. Boil a glass of water with 1-2 teaspoons of vanilla and a teaspoon of cinnamon.  Walk around the kitchen with it for a great inviting smell. If your kitchen has any wallpaper or a distinct color, paint a new neutral color. Wallpaper and borders are almost always a personal style that may not be a buyer’s taste.

I’m going to focus on two rooms in the house that can make or break a sale.

Bathrooms: Buy a new set of white towels for display purposes only. Take a bathroom wipe and squeeze it in a spot that isn’t readily seen.  After that takes place, hide the wipe under a towel.  Your bathroom will smell great. If your grout is not bright white, either clean it thoroughly or put on a new layer of grout. Remove everything from the inside of the shower/bath. Have an empty garbage can for every showing This room has to be spotless. The sink vanity has to be empty except for smelly bath products and a candle. Take a good look at your shower curtain.  If it is not updated buy a new one.  An inexpensive way to have a new shower curtain look is to purchase a single curtain panel for looks.  Have a new clear shower liner for daily use.  Push both the liner and the curtain to one side of the tub for showings. Paint a neutral color.

Home Staging Bedrooms

Bedrooms need extra attention when preparing your house for sale.  The larger they appear the better.  As difficult as it is to remove personal items that are important to your day to day comfort, you have to make the top priority getting your house sold FAST!

Try and make all bedrooms gender neutral.  Cream/white will still match your child’s special things.  One trick I do frequently is to use the opposite side of a comforter if it is a solid color.  Purchasing new curtain sheers for $4.50 a panel is a great idea. This allows you to take some of the “personality” out of a room.  If you have a special comforter set ensemble taking down the window treatments now will save complications later when a buyer wants all window treatments.

Your master bedroom deserves even more attention.  Remove all visible items off of the dresser and night stands.  Pack clothes you won’t need  and use metal hangers for the ones remaining clothes in the closet so that closets  appear more spacious.  Every buyer would love a lavish master bedroom.  A fresh neutral paint job in a warm beige color with white trim is a huge, classic, and inexpensive way to improve the look of the room instantly.  Again, in this case the bigger the better.  If you have a king bed that monopolizes the room, consider borrowing a queen sized bed to help your room appear larger.  Buyers should see your bed as the focal point of the room.  Consider purchasing a new bedding ensemble or comforter that is (sorry to repeat myself) neutral. Add at least one set of pillows to make the bed look extra comfortable. Accent pillows can be made easily by taking a bed sheet or pillow case and wrapping it around any pillow. Draping a soft throw on the end of the bed in a contrasting texture from the bedding with a breakfast tray is a lovely touch. Remember, you are staging the room, not decorating it.

If you don’t have a bedroom set or a headboard above your bed create that look by adding a mirror with a couple of wall sconces with candles.  LED pillar candles are now available.  They are great to use so that you can turn them on before each showing and not have to worry about the potential of them being left on.  Metal garden fence borders make great “headboards” with a little spray paint.  You can also take a piece of cardboard, glue towels to it and then staple on a neutral fabric with large brass/wrought iron buttons or round drawer pulls for a headboard.  If there is a way to have a small seating area, even if for only one chair and a floor lamp, buyers love that potential.

As you’ve heard many times, a picture means 1000 words.  Most home buyers are stretching their budgets to purchase a home they plan to grow into or use as a starter home.  Taking a few extra steps preparing your house before putting it on the market will help sell it more quickly.
